JOHANNESBURG - A report has found it would cost the City of Tshwane municipality an additional R5 million a month to insource all its cleaning staff.

The capital city currently has three categories for the 409 cleaners: those who are permanently employed, the outsourced and others who are part of the expanded public works programme.

Due to “exploitative” practices of service providers, Tshwane Mayor Cilliers Brink commissioned a report to look into the feasibility of insourcing the city’s cleaning staff.

The City of Tshwane spends R3,7 million monthly to pay its cleaning staff.

A report tabled to the council says it would cost R9 million rand a month if all the 409 cleaners were made permanent staff.

ActionSA’s Tshwane caucus spokesperson – Tshepiso Modiba – says part of the reason the party joined the governing coalition is to do away with contracted services for a more cost-effective approach.

“Contracted services they have been exploiting our people and they are taking more money from the city rather than putting more effort in the city.”

Tshwane’s city manager is due to table another feasibility report in the next two months looking into the possibility of insourcing security staff.
