What was meant to be a celebration for finishing exams, turned into a tragedy when young people, aged between 14 and 20 years old, were found dead at the Enyobeni tavern in 2022.
The SAHRC said the report that will be released explored human rights concerns that played a role in the death of 21 young people.
It said it will also give updates into an inquest on the matter that is yet to begin, as well as other measures being taken to deal with the tragedy.
In February, the owners of the tavern were found guilty of selling alcohol to minors, with each of them receiving a R5,000 fine.
As part of ongoing efforts to curb underage drinking in the province, the Eastern Cape Liquor Board launched an anti-pens down campaign.
