JOHANNESBURG - Tshwane Mayor Cilliers Brink has dismissed allegations that residents who don't pay municipal bills are largely poor people.

This comment comes as the municipality battles to collect revenue, with households and businesses defaulting on payments.

Speaking during his State of the City Address on Thursday, Brink said that records showed that well-off households in affluent neighbourhoods were also not paying their bills.

"Here are folks who are relatively well-off who can pay, who have no dispute with the municipality, but who prefer not to pay their municipal bills or to pay them only once in a while. This is going to end. If you can pay DStv or the instalment of a luxury car, you can pay for the water and electricity you use."
