The Stellenbosch centre is one of nine operating across the province.
Fernandez said that since 2019, over 21,000 people had received psychosocial support from Thuthuzela Care Centres in the Western Cape every year.
She said that the services offered at these centres, which included counselling, were crucial to ensuring the well-being and protection of clients.
"This facility will also be a haven and a lifeline to many victims of gender-based violence. It is thus important that we maintain effective working relationships to ensure no one in need of support is left behind."
