CAPE TOWN - A 15-year-old boy has appeared in the Bishop Lavis Magistrate's Court in connection with the rape of children in foster care. 

He was arrested in Bonteheuwel on Monday. 

Bonteheuwel ward councillor Angus McKenzie said he alerted police after he was told of the alleged sexual assault of minor at a house in the area on Sunday. 

"The victims in this very, very sad situation are all under the age of 12. They are foster family children that live in the residence. I am led to believe that this has been going on for two years and it's extremely sad that within this two-year period, no one has spoken up, no one has spoken about it." 

McKenzie said the victims had been taken to a place of safety, while the accused teenager is due back in court next month.

"I can tell you, after consultation with the court officials, that the 15-year-old will be remanded in custody, he will not be set free, he will not be allowed to leave and he will be kept at Pollsmoor juvenile prison until his next appearance on the 9th of April. He has also declined a bail application."
