BARCELONA - The leader of Catalonia’s government Carles Puigdemont has opened the dialogue with the Spanish government about the declaration of independence in Catalonia.
The president addressed the regional Parliament in Barcelona on Tuesday evening.

Puigdemont called for a reduction in tensions in its standoff with Madrid over a bid in the wealthy northeastern region for independence from Spain.
