CAPE TOWN – A UCT public law lecturer says Public Protector Busisiwe Mkhwebane’s legal crafting error in her report on the mandate of the South African Reserve Bank suggests incompetence or a conspiracy.

Senior lecturer Cathy Powell says that the main problem, which her constitutional law students would recognise within the first few weeks of their course, is that one person cannot write laws.

“The instruction she gave Parliament, it was not a matter of crafting. She told them (Parliament) to change the Constitution’s format.”

In an interview with CapeTalk’s Africa Melane, Powell chats about the matter and the process to remove a Public Protector from office.
