Treasury: Water Dept has unpaid bills of more than R1bn

Treasury official Ulrike Britton was briefing Parliament’s Water and Sanitation Oversight Committee.
The department overspent its budget by R110m and has unpaid bills totalling R1,5 billion.
Britton says the Department of Water and Sanitation is sitting on unpaid invoices totalling more than one billion rand.
"The department has invoices worth R732m and on the payables this is R800m, so in total about R1,5bn worth of invoices that the department hasn’t paid within the 2016/17 financial year."
Britton has also highlighted discrepancies between budgets and planning.
A Giyani water services project was projected to cost R140m but ended up costing more than R900m.
"When we see variations to this magnitude, what you’re really getting a sense of, is there’s complete misalignment between the planning frameworks and the budget."
