CAPE TOWN - Finance minister Pravin Gordhan says he has every intention to deliver the medium term budget later this month.

Gordhan is speaking at the Thompson Reuters Africa summit in Cape Town via a video link-up.

He was issued a summons by the National Prosecuting Authority (NPA) this week, in connection with a fraud charge related to a South African Revenue Service (Sars) matter.

Gordhan says he'll use all legal channels to fight the charges levelled against him.

Gordhan says the charges do not constitute fraud.

"As far as the persecution and what I call 'political mischief' that I've been subjected to, these are contesting forces as you'd have them in any political party."

Gordhan has told delegates the charge has not impacted on his loyalty to the African National Congress and the ruling party's core values.
