CAPE TOWN - Free State University Vice-Chancellor Professor Jonathan Jansen says fee increases should be determined by university councils and not government.

Jansen earlier addressed an audience at a public discussion aimed at mapping out possible solutions to challenges facing higher education.

Professor Jansen says he is all for a zero percent fee increase, but warns alternative funding must then be found to buffer the effect of such a decision.

He adds government should allow university councils to dictate the feasibility of no fee increases.

"The politicians have decided that they will declare the fee increase. It turns out that is illegal. The statute of universities says the councils determine the fee increase."

Jansen is set to leave for the United States to take up a fellowship in behavioural studies at Stanford University.
