It's claimed the groups are travelling without passports and are trying to reach Europe by boat via Turkey and Greece.
Belgian tabloid newspaper Derniere Heure is reporting that the country's intelligence services have contacted police in France with the warning.
It claims the groups have access to weapons and left Syria more than a week ago.
Journalists at the paper say they've seen an alert message and fear a Brussels shopping mall, American fast-food chain and police could be among their targets.
Neither country has confirmed the story, but adds they are receiving new information all the time.
Both countries have been attacked in the last eight months.
