JOHANNESBURG - Sports Minister Fikile Mbalula says he is looking to transform every sporting code in South Africa, not only cricket, rugby and soccer.

Mbalula is speaking at a special transformation debate, looking back at his decision to impose bans on four of the country's biggest sporting codes.

That decision saw those associations banned from hosting, or bidding to host international events until they meet transformation targets.

Mbalula says every sport is on his radar.

"Sport in South Africa is not rugby, cricket and football; it's beyond that. People have been saying 'Mbalula is only targeting the big three'. No. I made it my fashion statement that every sporting code is important and 16 of them will go through this process."

The sports minister says transformation will never be achieved in sport if it only happens at the top level.

Mbalula says change needs to start at an early level.

"We must have an incubation system of under 19s and under 20s and all of that targets against that, because it's not just going to dawn on us because we have to reproduce and ensure that we go out of our way to develop talent and nurture it for high performance (sic)."
