Racism has become an issue of heated national debate after Member of Parliament Dianne Kohler Barnard shared a Facebook post, which said some services were better during apartheid.
Months later, real estate agent Penny Sparrow compared black people on beaches to monkeys.
Sparrow at the time was a member of the DA.
The ANCYL's Muhammad Khalid Sayed says the DA has become a home for political racists.
"We find the Sparrows of this world, the Kohler Barnards… the Deputy Chief Whip of the DA in the National Assembly, Mike Waters… We find the City of Cape Town councillor who was part of the Trojan Horse Killings still being members of the DA and no action being taken.
DA MP Zak Mbhele received the document on Maimane's behalf.
"It's the ANC that mobilises on the basis of race… Using race to mobilise politically, while the DA strives to unite people across colour lines."
