He said the West had "given them hell" in what seemed to be a reference to the sanctions imposed on Mugabe and his associates by the United Stated and the European Union.
Mnangagwa said: "President Robert Mugabe calls China Zimbabwe's all-weather friend."
But large Chinese companies are not exempt from indigenisation laws, officials say, even though back in 2011 it was thought they might be.
