JOHANNESBURG - Home Affairs is finalising a green paper on International Migration and preparing to introduce legislation for a Border Management Agency this financial year.

Minister Malusi Gigaba says the two initiatives are part of efforts to manage movement in and out of the country.

Gigaba was speaking ahead of his department's budget vote speech in Parliament today.

He says a policy review and the eventual establishment of a Border Management Agency will address some underlying issues that have been driving tensions around migration.

The agency will improve management at ports of entry.

In the meantime, various government departments will be signing a memorandum of understanding to ensure there is better coordination and cooperation at border posts.
