CAPE TOWN - The Correctional Services Department is investigating how a convicted rapist serving time at Bloemfontein prison came to possess a cellphone at the facility.

It's alleged Frans du Toit, who is serving a life sentence, was given a cell phone by a warden at the prison.

Du Toit is believed to have started a cyber-relationship with an American woman with whom he has frequent contact.

But the department's Manelisi Wolela says only studying inmates are granted internet access under strict conditions.

"Offenders that are studying are only given access to be able to process their studies, not to pursue other illegal operations and that has to be monitored continuously and very closely in this particular instance, there is an investigation that is currently ongoing."
