CAPE TOWN - The Independent Electoral Commission (IEC) says arrangements are underway for the town of Grabouw to hold by-elections after a Democratic Alliance (DA) ward councillor resigned.

The Theewaterskloof Municipality says Mark Mathews is resigning due to personal reasons.

It's understood ward eleven in Grabouw has been the centre of protests and fierce campaigning between the DA and the ANC.

Last month service delivery protests in Grabouw resulted in clashes between protestors and police, bringing the N2 highway and the town to a standstill.

The municipality has denied any link between the violent protests and Mathews's resignation.
