Makhura, who was elected premier last month says he knows many people in the province want to hear him speak about e-tolls.
"Of course the e-tolls are a sore point in the province, so I will definitely say something about it. But all the things we will be talking about is about how we move this province into being the leading African economy in the next century."
But he says he's going to focus on building the province for the future.
"A very elaborate investment in public transport infrastructure and other infrastructure like broadband."
Makhura had previously appeared to oppose e-tolls before becoming premier.
The premier says he will also focus on building economies in townships and helping people to become economically active in his address.
He says he's been touring the province's township areas and can see that the economy in these places needs to be stimulated.
"Our view is that a lot of what the townships consume should be things they actually produce right in the townships."
Makhura also says this is going to build on what people are already doing.
"The bread that people use is the townships is produced right there, school uniforms as well. People are working and producing a lot but they are not supported government."
