CAPE TOWN - The United Nations Children's Fund (Unicef) said South Africa has some of the best child protection services in the world.

Despite the praises, the country still has unacceptably high levels of violence against minors.

Experts in the field from across Africa have gathered in Somerset West for a conference.

Unicef's Jeff O'Malley has praised government for its social welfare system.

"South Africa did several key things right. It started by thinking about how to reach the whole country, they started with a narrow group with the commitment to delivering its scale and gradually expanding as they became more capable."
