JOHANNESBURG - The Department of Home Affairs has granted a Ugandan gay rights activist an exceptional skills work permit after he abandoned his asylum application.

Dr Paul Semugoma allegedly travelled to South Africa from Zimbabwe without proper documentation.

He was detained for at least 48 hours and faced deportation.

But civil society groups raised concerns that Semugoma could be jailed for life or attacked in his home country if he returned.

Last week, Ugandan President Yoweri Museveni vowed to sign sweeping anti-gay legislation.
