CAPE TOWN - The Western Cape Community Safety Department has recommended a man, who was physically assaulted for allegedly stealing biscuits, lay a charge of assault.

On Tuesday, cellphone footage emerged online showing a Mitchells Plain man being slapped repeatedly for the alleged theft.

The local community policing forum has condemned the incident.

It handed the footage over to police.

Western Cape Community Safety MEC Dan Plato says, "Each and every one of us is obligated to follow the laws of the country. You do not have the right to raise your hand against somebody else."
