JOHANNESBURG - Chief Electoral Officer of the Independent Electoral Commission (IEC) Pansy Tlakula said she was disappointed in Public Protector Thuli Madonsela.

Madonsela failed to hand over a final report on investigations about alleged irregularities at the commission.

It's understood the investigation forms part of the procurement of a multimillion Rand lease for the IEC's new headquarters.

The commission spent R320 million for a lease at its office park in Centurion, near Pretoria.

Madonsela has also received criticism from opposition parties with suggestions she is showing signs of favouritism against Tlakula.

Tlakula said she only received the 200 page report at 4am this morning.

"You don't do that. You do not give people adequate notice you treat them fairly to enable them to respond appropriately, particularly because this matter is going to the media."
