CAPE TOWN - Home Affairs Minister Naledi Pandor says she cannot rule out the fact that ID card holders might face difficulty in casting their votes in next year's elections.

"We will work to ensure there are no complications, but I can't definitively say there won't be any."

Pandor says her department are working closely with the Independent Electoral Commission (IEC) in developing a sophisticated system to link the ID cards.

Pandor said extensive testing on the system which is already underway should iron out any glitches.

The new smartcards will be phased in gradually and replace the current green ID book.
