CAPE TOWN - The South African Social Security Agency (Sassa) says changes to the payment rosters for grants have caused confusion among beneficiaries who were unaware of changes to pay-out dates.

On Tuesday, a group of pensioners waited for hours in the rain outside the Brackenfell City Hall.

Barbara Relph says her husband, who is mentally challenged, was one of those waiting.

"My husband went to get his pension and he said there was quite a few of them who just sat there waiting for their pension. No one pitched up. Nobody told them what to do because nobody came. They don't know when they'll be able to receive it."

Meanwhile, Sassa's Waldie Terblanche says pensioners now receive their grants earlier.

He says the roster changes have been indicated on all the payment slips during the previous pay-out cycle.

"Where we had congestions at certain places on first day of the month we've also opened pay points on those days to reduce the congestion. Therefore we've had to reshuffle the payment dates of beneficiaries."
