CAPE TOWN - Western Cape Premier and Democratic Alliance (DA) Leader Helen Zille said on Monday Basic Education Minister Angie Motshekga is the best her government has worked with.

Motshekga has repeatedly come under fire over the past few years for the Limpopo textbook crisis, among other issues.

There have been calls for her to resign or to be axed.

But Zille has defended the minister.

She said Motshekga has a limited budget and is doing the best she can.

"She can set policy frameworks, she can set norms and standards but that is all she can do. The entire execution, the policy formulation and the passing of laws lies in the provinces."

But Equal Education's Brad Brockmann said the basic education minister can hold provinces accountable by setting norms and standards.

"We've been engaged in a very long struggle to get the minister to set binding norms and standards for school infrastructure."
