South Africa has been rocked by violent service delivery protests over the past year.
In January, four people were killed during service delivery protests in Sasolburg.
Protesters went on a rampage looting shops and destroying municipal property.
They were voicing their anger over a merger of Sasolburg with the Ngwathe Local Municipality.
Government has since warned that violence will not be tolerated during service delivery protests.
