The City of Cape Town intends to establish a dedicated marine and coastal enforcement unit to help fight abalone poaching.
Nine men have already been selected to be part of the new unit.
A further nine members will join the team in coming months.
They are expected to start patrolling Cape Town waters before the end of this year.
Safety and Security mayoral committee member JP Smith said abalone may be extinct.
"If we do not do something to protect it, we are going to be in deep trouble."
