JOHANNESBURG – The ruling party should consider changing its cadre deployment system so that officials only create policy and not implement it, ANC Treasurer General Mathews Phosa said on Wednesday.
The deployment policy has been strongly criticised by opposition groups, who say incompetent people are appointed to positions because of their political connections.
Phosa said, “The auditor general’s report proved that we have been very bad implementers and we need to look at it [the issue] again.”
He admits this would be a big step.
“We need radical change - we said this at our policy conference.”
Phosa added government should use private sector executives to help speed up service delivery.
