The United States Anti-Doping Agency (USADA) has banned three members of Lance Armstrong's former staff.
Lance Armstrong's former teammate Floyd Landis brought the suit in 2010 under a federal law.
USADA said Armstrong has been forced to come clean because of legal proceedings in the US.
The USADA head said Armstrong had been pushed into saying he would co-operate with a new inquiry.
Lance Armstrong had previously said he was treated unfairly and singled out.
Chris Froome won this year's race, but says he was under sharp media surveillance about doping.
