Cilliers joined protesters who gathered at the Wynberg Magistrates Court last week, where four men implicated in Blöchliger's death made their second appearance.
The accused were arrested nearly two weeks ago, just days after the teenager's body was found in Tokai forest.
Cilliers adds police in the area are going beyond the call of duty to ensure safety in these areas.
"On the day of the murder, our crime prevention team was working in the forest's braai area. There is policing and that area is very busy, especially after 3pm when people start walking their dogs and go running. That is an isolated incident and it's sad that a young life has been taken."
The four accused will be back in court in April.
