JOHANNESBURG - Justice Minister Michael Masutha says government has a responsibility to support all Chapter 9 institutions.
Masutha was addressing delegates at the 20-year anniversary of the South African Human Rights Commission (SAHRC) at Gallagher Estate in Midrand.
The commission is holding a two-day seminar aimed at highlighting its role in society and addressing racism.
Masutha says institutions such as the SAHRC are here to strengthen South Africa's constitutional democracy.
The minister adds all Chapter 9 institutions must be respected and given space to do their work freely.
He went on to say his department has already completed drafting a Bill to criminalise hate speech, which will be taken to Parliament after a public consultation process.
