They handed over a memorandum to the mayor demanding water supply be upgraded.
Residents say they have been without water for three months.
A disgruntled local says the shortage of water is not drought related, but rather a mismanagement of water infrastructure, and has called for heads to roll.
"They demand the resignation of the mayor, for the water metres to be reversed, they demand that they don't get billed for any services until the water supply has been established."
Operation Hydrate's Yaseen Theba says the situation is serious.
"After considering the risk that some of our volunteers will face in distributing water, we have decided to continue to go to Modimolle and to distribute about 120,000 litres of water. We will meet at the local police station."
Motorists have been advised to use alternate routes as police continue to monitor the area.
