New homeowners ruling explained

JOHANNESBURG - There was a divisive report on the front page of the Cape Times yesterday on a new ruling that new home owners need to pay previous historical debt before they can own said property.

This follows a ruling made by the Supreme Court of Appeal and will reportedly open the way for municipalities to take legal action against a present owner of a property for debts owed to it by former owners.
