It follows a ruling by the Constitutional Court that the 2013 elections were not free and fair.
The court found people were allowed to register and vote in areas where they did not live.
The IEC was also late in giving political parties and candidates access to the voters roll, and when it did, there were no addresses attached.
The commission's chairperson Glen Mashinini says lessons have been learnt.
"Those matters have received the attention of the commission and we have done, to the best of our ability, a re-registration process and we are ready to go for elections."
