Officers were somewhat overpowered by Ratanda protesters in Heidelberg, Police Minister Nathi Mthethwa admitted on Thursday.
Over the past two days, violent demonstrations erupted in the Gauteng township over complaints of high water and electricity rates.
Mthethwa and Gauteng Community Safety MEC Faith Mazibuko spoke to hundreds of residents on Thursday morning.
The minister said police will have to use more force to deal with protesting community members.
Several municipal buildings, including a library, were set alight during the demonstrations.
Mthethwa said officials will meet with community leaders next week to discuss their grievances.
The meeting will take place at the Heidelberg police station.
Locals pleaded with the minister to release the 60 members that were arrested in connection with the violence, but Mthethwa said the law should take its course.
